"Apportioning property rights in irrigation systems"
I am interested in information on how societies through history have managed the thorny issue of apportioning property rights in irrigation systems and of ensuring that any cash/produce/in-kind contributions by users of such irrigation systems are sufficient to maintain and expand them. One example of this is the rajakariya system of obligations employed by the rulers of ancient Sri Lanka.

Any references on others, both successful and unsuccessful would be appreciated.

There may be some interesting facts at

I was in South Yemen for FAO in the mid 1980's, and found the "ancient" spate irrigation systems very interesting from the standpoint of groundwater recharge. The fields become recharge basins during the flash flood season. You may be interested in the ancient part.
