Final Request for Proposals
To Establish a Water Resources Monitoring Network in
WRIAs 19 & 20, Olympic Peninsula, WAThe Planning Groups for Watershed Resource Inventory Areas (WRIAs) 19 and 20 in Washington state hereby request the submission of proposals for an on-line, real time, instream water monitoring device as described below for deployment on 15-20 rivers in WRIAs 19 and 20. The Planning Groups for WRIAs 19 and 20 are made up of representatives from four tribal governments*, two counties*, one city*, a public utility district*, advisors from state and federal agencies, and a host of citizen stakeholder groups. Proposals/bids are requested from any interested parties including, but not limited to, consultants, manufacturers, and federal/state/local/tribal agencies. Proposals/bids must be received in Port Angeles, Washington, at the address below, no later than 10 a.m. PST, Tuesday, April 2, 2002.
All submittals should have a detailed explanation of the abilities and estimated unit cost of the proposed device(s), its limitations, support needs (annual operating costs, maintenance, data extraction, etc.), and ability to interface the device with some means of providing real-time data in an internet-compatible web format. References are required with all submissions. “Device” is being used to describe a combination of items deployed at one site, supported by necessary infrastructure at that location via existing power or solar power.
Each device to include the following capabilities:
1. Measure and transmit water flow/discharge, water temperature, air temperature, dissolved oxygen, and conductivity.
2. “Add on” options, if available, to include measurements of turbidity, pH and nitrates.
3. “Add on” option, if available, to include the ability to obtain fish passage data via in-place devices/arrays.
4. Other parameters that the proponent may recommend.
In addition, all submissions should include:
1. One year product warranties
2. Information on site selection, permitting, and installation requirements, considerations, and strategies
3. Training on product use and maintenance
4. Computer hardware and software
5. All associated manuals
6. Flexibility to accept hardware/software additions in subsequent years
7. Provisions and costs for the retrieval and dissemination of the data
8. Vitae and references for the principals submitting each proposal/bid along with examples of similar work/systems installed by the proponent
Note: Cost estimates are to be itemized, and presented on a per site/per location basis.

All submissions are due no later than 10 a.m., Tuesday, April 2, 2002. Proponents should be prepared to meet with the screening committee during the ensuing ten-day period as well as to attend final interview/ presentations to the full committees on or about April 11, 2002. The WRIA 19 and 20 Planning Groups reserve the right to reject any and all submissions. Funding for this endeavor is contingent upon outside agency funding. Washington State designated women and minority businesses are encouraged to apply.
