Requirements:

This position requires advanced use of integrated hydrologic and hydraulic modeling tools including SWMM, MOUSE, (and other DHI software), HEC software, MapInfo and ESRI GIS products, and MS Access. Candidates should have experience modeling large collection/combined systems. Experience with Real Time Controls simulations beneficial. River hydraulic modeling, sediment transport/scour modeling experience preferred. Qualifications B.S., M.S. or Ph.D. degree. Requires professional registration (PE). Requiring 9 or more years of experience.

Specialised in the analysis and design of water resources schemes covering rural water supply and sanitation, wastewater treatment, hydrogeological investigations, water quality and pollution monitoring, hydropower power feasibility assessment and irrigations systems design. Conversant with the design of hydraulic structures for impoundment, diversion and storage of water plus there associated intake and protection works. Familiar with the use of mathematical modelling techniques with emphasis on Geographical Information Systems for water resources planning and management covering flood studies, hydro geologic modelling, water quality modelling and development of Decision Support Tools for water resources management. Also possesses skills in water resources development planning and their associated Environmental Impact Assessment methodologies and procedures.

Major activity was the management of the national water resources through regulation of the resources use by issuing permits or water abstraction, effluent discharge, drilling activities, hydraulic works construction.

Technical assessment of application for various permits through the use of mathematical models to ascertain resource availability, environmental aspects of water use and ensure that they are inconformity with National laws and policies.

Technical review of applications for water supply, wastewater discharge, and hydraulics works construction to ensure that they conform to ensure sound Engineering design to enhance optimal utilization of water resources

Review of national water regulation policies in view of implementation experience and development of guidelines for the review of Environmental Impact Statements for water development projects.

Training of local government authorities in the development of environmentally sound water resources development schemes, rural water supply and sanitation schemes, Environmental Impact Assessment, and overall national water policy plus the regulations. Monitoring compliance of water permit holders.


Duties include

September 1998- 2000: Engineer
Water Resources Management Department; Directorate of Water Development

Duties involve designing Hydraulic Structures for stream flow measurement. In addition other responsibilities include Water Resources Assessment studies such as Low flow studies, Regional flood frequency studies, Hydroclimatic studies, Regulation studies on Lake Victoria and the creation of a GIS database. Collection and processing of hydrological and meteorological data. Participated in the development of Decision Support Systems for Water Resources Management in Uganda. Technical assistance to the Hydrogeology Section of the Department. Assistance included review and analysis of borehole and lithological data from the National Database, Interpretation of pump test data using Aquitest SoftWare, and analysis of geophysical survey’s information. Familiar with groundwater modelling software plus groundwater contaminant transport simulation. Developed a Decision Support System for groundwater management in Kasese District, Uganda as a postgraduate research thesis.

Assessment and issuance of water permits for surface and groundwater abstraction plus wastewater discharge including effluent sampling. Inspection of wastewater treatment plants in Uganda. Inspection of Drilling Companies and issuance of drilling permits to recommended companies.

Other day-to-day duties also include reviewing EIA reports that are submitted to the Directorate of Water Development to ensure that all aspects that may have an impact on Water Resources are adequately addressed. Review of legislature relating to water resources management and the National Water Policy.

June - September 1997: Pupil Engineer
Water Resources Assessment Project (DANIDA Assisted)


Joined Water Resources Management Department as a pupil Engineer for industrial training. Main activities involved data entry and quality control for the surface and groundwater databases, construction of water measuring structures like weirs, staff gauge pillars and automatic level recorders.
