"Expert needed for FEMA review"
We, a non-profit, neighborhood organization, the Brooklyn Heights Association, in New York City, need a professional hydrologist to review a claim by a city agency that the Brooklyn Navy Yard is in an "inundation/SLOSH" zone and therefore does not qualify for a FEMA grant.
We believe that the agency is using the general criteria of FEMA as a sham excuse to avoid using land in the the Navy Yard.
Please let me know if a professional expert in this field might be available for a focussed research and report service.

I am a hydrogeologist with 30 years of experience. I can tell you that urban drainage is becoming in a big cities problem because you must drain some city place without, neither, destroit nor complicate the urban activities.
In this sense,I think than your mentioned Brooklyn Navy Yard inundation problem could be solutioned within the FEMA Grant conditions. Just only to analise the drained zone more economic way, where I can ensure you to be free of so high preocupation.
As I am fare away from the NY City and conceiving your profit neighborhood organization and, also, than I am collecting draining cities problem solutions, I can do an problem analyse and them, to send you some alternatives in order you select the optimal one, without more cost than the documentation to send to me.
If, today, still have this problem, and to considere favorable my free of charge proposal, please, notify me, and can us work in this sense.
